Elaborating on my post on page 1, that's the premise, ITS is "selling" your machine back to you on a BOS only from a state that did not issue titles during year of mfr of your machine. Thus, they are not obligated to supply/nor your state technically in a position to require one at the time of registering your out of state "purchase" so to speak.
Now as to why the origin state for the ITS transaction having varied over the nearly 20 years I've utilized this service, don't have the answer, maybe it's the old wearing out one's welcome thing. But, have never had any raised eyebrows over this part of the process when registering in my state ......maybe that Crocker claimed bought for only $100, but not the paperwork itself.
