          That's a Motosacoche clip-on and if that photo was taken in the US it is most probably a CCM ( Canadian Cycle and Motor ) as they put out complete bikes using the Motosacoche clip-on unit. The forks look very CCM to me.

          I've got a set of Disc covers the same as those, they look good but in cross winds they really upset the handling.
