I am building a 1931 Scout engine. What balance factor works well with this engine? I am using the S&S balance tools.

We do not know what the original factor was for virtually any antique American motorcycle, and without back-calculating an unmolested assembly, we may never know.
But odds are an early Scout wasn't sixty. Good thing they are so forgiving.

Rather than picking a completely arbitrary number out of thin air, CB,..
It might be best to get back to basics: "Hang" it with one piston assembly.

You can't go wrong listening to Cotten.
There is an interesting article on truing and balancing Indian Flywheels in the Club magazine archives: Sept/Oct 2015 issue pg 74-76
"Lessons Learned More Secrets for Rebuilding Old Machines" by George Yarocki. I say interesting as even after reading it is still pretty much "Greek" to me.
(Probably a re-read or two to three is in order).

On Balancing Mr. Yarocki mentions no specfic numbers.
He does use a set of rails of his own construction similar to the one you posted in #7 above.
He did state:
"Balancing is done using one piston, one wrist pin, two clips and one set of piston rings.
Drill holes equally in the outside of both flywheels at the heavy spot until the flywheels
will remain motionless in any spot."
BEFORE BALANCING He discusses Truing using a "Clamping method".

Mr. Yarocki's Brown and Sharpe ruler 'rails' (or 'knife-edges') never showed up in the dumpsters, but some 12" planer blades did, which I had ground in tandem to a 1/16" face. Very sensitive, but then so is round stock!
If I had to bet on a number out of thin air, CanadianBiker,...
I'd consider that your motormountings are much more like a Chief than a Sport Scout, so all other things considered, the factor should be similar as well.
That's my narrative, and I'm sticking to it.

I re-read Mr. Yarocki's article in the AMCA Sept/Oct 2015 issue. I am glad I did. Right at the start (probably while I was concentrating on my coffee) the author mentions some YouTube videos
with Mr. Yarocki that show balancing and his tool. Worth a look. Search YouTube for: "JAA1perin". Good Luck.
