48 Panhead air cleaner cover attachment - easy question!

Hi guys

I’m not sure how the spring steel and the mesh fit together to provide the tension for the cover on the j-slots?

Do the ends of the spring steel fit into the slots in the mesh support, or does it just ‘sit’ in the mesh support and the cover provides the compression to expand the spring so it doesn’t move?

Second picture, hooked into the slots is how I run mine.

The spring steel hooks into the mesh filter and put pressure in the cover from the inside to keep it from backing out of the j hooks slots.
