Need help with inter primary cover for 1961 duo glide

Help can someone tell me does the lower tab on the inter primary cover mount to the inside or outside of the tab on the frame. While I'm here just to make sure ill ask the same question for the top one on the oil tank. Also does the spring go between the two tabs or on the backside of them.Thanks

Primary tab goes on the outside of the frame tab. Bolt goes on the inside with threads facing out. Then the inner primary, spring, washer ,nut and cotter pin.

Ok great that is what I thought but I noticed the the breather nipple was not sealed against the inter primary cover. I already had the clutch, chain and sprocket installed when I noticed it.

When you say breather nipple? Are you referring to that black condom that slides over the end of the stud orifice. Why should it seal This was not a closed primary system. It helped seal the roads for years. Bob L

Ok I got the point the condom fit is sloppy in the hole and doesn't seal. ( i hate that) The main thing is the inter primary cover is on correct. thanks for your help.
