The main question I have is whether the bike would be more valuable with 1939 tanks.

But once one essential item is 'incorrect', the value of the whole thing becomes the sum of its pieces and parts.

yes, by a lot.
cherry 40 or 41-46 tanks can be found for 3500-5000
cherry 36-39 tanks are 7000 to 12000

I’m having fun riding this bike. It sounds to me like it’s best to just enjoy it the way it is.
