    Is that a factory picture of the 38 WL from Duffey above? It looks like chrome brackets with a hole. What is that hole for?

      They are not chrome just reflections on shiny paint. These factory pics are from Palmers books, I should have credited. I have no idea what the hole was for. Palmer's data says painted black in '38-'39.

          Regarding the hole in the side of the bracket. There are three versions of the 1936-1939 RL/WL horn mounting bracket, three left and three right. 1936-1937, no hole in the side. 1938-only with the hole in side. 1939-only with a large bulge with hole on the upper lip. These holes are for electrical terminal posts.
          The 1939 brackets are reshaped for the 1939-only 45 ride control. This is described on pages 728-729 of Palmer’s 3rd edition revised (pages 605-606 in the 2nd Edition). P1002 3rd Edition revised book shows a 1939 Servi right side horn bracket with headlamp terminal on the bracket’s upper lip,
