1940 ULH Rear axel sleeve collar

When installing the rear axel , does the rear axel sleeve collar part number 41596-30 go on the inside or the outside of the frame ? I can't seem to find a close up photo of the rear axel setup

Should be on the outside, like the VL, in fact it is the same part number.

It serves a dual purpose, but the primary one is as a point for the axle adjuster to push against.
