At some point it looks like a past owner lost the correct clevis pin for rear brake and put whatever fit in there despite it being way to long, which eventually sawed though the rear exhaust pipe.
After welding the patch in I peened it a bunch with a body hammer to try and match existing pipe better. Going to try and rust it a bit eventually to hopefully bring the patina a little closer.
