I haven't a clue about anything electrical, but its mount begs for it to be used. Its too sexy not to...
(My Chief's down tube calipers 1.395, with heavy powdercoating and rust pits: Didn't know better back then.)

Have you any means to spin it up for a check?

That generator is a beaut, Graeme. I have an ABC generator (circa mid teens-early 20s) on my '17 Henderson. I have never seen a Philipps generator, but I love it. I believe those generators filled a need during the transition from gas lights to electric but by the early '20s, most manufacturers were offering factory electric systems, and they had the consumer's confidence (sort of. As Tom said, you should give it a spin and see if works.

the brusholders are damaged inside, namely the springs that tension them, i'm sure a careful hand could repair these. i picked it up last weekend at a swapmeet as it was just too nice to walk past.
