I am fairly sure the DRF # is the California DMV stamped #. I've never seen it on a frame but I have seen it on cases. This was before they came out before the dreaded "Blue tags". The other # ?

California Department Registry File number. Not placed there by H-D. If it isn't on your paperwork it can disappear .

My guess is that your frame was once a L.A.P.D. bike. They registered all their bikes by a DRF number on the frame for several years. This way they could swap engines willy nilly. That 715R may be a factory number for a frame repair or a police dept number. It is not anything to do with serial numbers.

My buddy has a set of 47 FL cases with factory numbers and I believe there's a DRF number also. I'll have to check with him to be sure.
