Found a Old Engine today, need help on ID

The photo was taken in front of the Canadian Parliament buildings in Ottawa, (before the fire of 1916). They look a bit different today. To thicken the plot somewhat, the gentleman in the top hat looks suspiciously like Edward Joel Pennington. Pennington was in cahoots with Columbia at one time, among others. Was he trying to rip off us Canadians like he did the Americans and the Brits? Who knows? A very interesting photo, Tom!
