When I look at this photo, I see a serious rider with very high-tech state-of-the-art riding gear! That looks like some heavy leather...! His face is wind-burned and the bike is muddy and cruddy. I'd love to know the story behind the photo.....

I have a envelope full of 8 x 10 phila police photos I bougt awhile back in oley that belonged to Ernie Biddle

Now that's an interesting photograph.
The bike shows no obvious accident damage but the right hand handlebar is bent at a strange angle and although the bike is resting on the jiffy stand the rear stand is unclipped.
I take it that it's a tyre pump clipped to the front downtube

Philadelphia Police Bike

I recon the officer wasn't used to those new fangled front brake things and was too enthusiastic to grab it and it threw him into the right bar !!!! then with the back end in the air the rear stand came undone as did the jiffy and the bike came to a rest as seen , whipping out his box browny , he snapped the picture for posterity !!!!! Yes must agree , definitely a tyre pump !!! Love the siren ! keep them coming , Ken (from beautiful snowy England)

That appears to be a Hedberg siren.
