I think you are thinking that the rear brake operating rod is a chain.
Some of the first 8 valves used the 1915 two speed rear wheel and this is one such example
If the racing rules prohibited brakes then this rod would be removed.
The 3860 picture shows a 1st generation bike that doesn't have the 2 speed rear wheel fitted.
