Nice picture. Strange shift lever. External oil pomp like racing bike ! maybe a police special feature ?

The grips could be antler, but big ones. Note also how he has a winged badge on his hat that doesn't match his star.

It would seem large departments demanded right-sidedraw (at least for dress occasions) judging by their shoulder straps.

Some were more relaxed, but still slick as a whistle:

Picture 3532 and the cranked gear lever.
Looking at it makes me ask did the police in the USA have ported air sleeves on their Model H Scheblers and if they did they would need that crank in the gear lever to get into top gear.on any 1924 and earlier HD. With the ported sleeve sticking out as far as they did it would foul the gear lever and stop it's full travel.
Please don't take this as a given as it is only an observation by me
