Unidentified Seat Pan

I need help identifying this seat pan. I thought it was an Indian vertical, though the measurements don't match up. The back of the pan also has two sets of bolts and I've never seen that on any seat pan. The springs remind me of the Scout 741 style, though this could also be an old Harley pan. Don't know much about HD.
I also thought that since the back is raised, this might be a Mesinger Seat Pan, though all the examples I see have raised lines on the back. This one is completely smooth.
