1940 sport scout leaks from primary chain adj screw

After sitting for years, I am getting my 1940 Sport Scout ready to ride. After filling the primary drive with 30 weight oil, I notice that it is leaking from the primary chain adjusting screw at the bottom of the primary cover. Should there be some sort of gasket or sealant there? Not a lot of oil but a small amount over several days.

I believe they just used some gasket sealer.

I either make a paper washer gasket with id small enough that it sort of threads on the screw,or a few wraps of Teflon tape.
