Gas/Oil tank leak

What are my chances of fixing this with out repainting?
Any ideas on how, rust inside tank both sides.

I would use Metal Rescue, or vinegar to get the rust out, and then use Red Kote to seal the tank. What have you got to lose? Your alternatives are; buy new welded tanks, or completely strip, and re-solder what you have.

I've had good success with Red Kote. Just do a good job of de-rusting, and follow the instructions on the Red Kote label.
