Steering Head Lock

On my '40 Chief is missing the steering head lock. What is correct for the Chief in these years?

My 40 has what looks like a Factory plug in the hole. I THINK they stopped with the rigid ('39) and just plugged the hole until they stopped casting it. I think on later Chiefs there is a boss where it was.

I noticed that some 39's have the lock, but not all. I was told by a restorer who specializes in prewar Chiefs that the lock was discontinued mid season for reasons unknown. My 39 has the lock, it is a low number machine, but I have seen bikes from the end of the run with the lock as well.

My 1940 Chief lock hole is also plugged.
