Update - Chief lives in time for long weekend. New adjustment bolt arrived from Greer. Did not have to disturb cylinder head or jug. Didn't even remove exhaust header though it made it a bit more challenging by not removing it as that rear exhaust valve is more difficult to access.
With push rod at lowest point, I cut 3/8 diameter wood dowel to just fit between pushrod and valve stem. Spark plugs removed, rotate kicker to raise pushrod to max height to compress valve spring. Cut a #10 brass machine screw that just barely fit up in between valve spring collar and base of pushrod guide to hold valve up. The guide is tapered so it ends up on a slight angle. A little crude but functional! Rotate to lower the push rod, removed 3/8 dowel. Just enough room to install new tappet bolt without modification.
    Thanks for all the replies.
