Michael, the fork spreader was for exactly what you mentioned. Probably not the greatest tool. Was to make removal of the axle easier by slightly opening up the axle. With good tools at home, usually a screwdriver is used. With factory hand tools, mostly fell apart, bent, or broke after one or two uses if from Indian. . They probably bent easily. They are extremely rare today. Was on many if not most war bikes.
HD on the other hand, had substantial quality rider tools.
