Frame modification

I came across this 57 XL recently. I drug it home and have been working on it. It's got an interesting modification done to the frame.
Can anyone shed some light on this? Who was doing them? Where it was done?
The bike came out of the Kankakee Illinois area

Someone's plan on lowering the seat height. I cannot imagine any legitimate shop doing that.

I concur with rubone. Someone decided they wanted a big twin type seat and a unique look.

I had it figured out they were going for a lowered look.
What I was curious about was if anyone had ever seen this specific modification before.
If it was a "thing" that was popular in some specific local.
Quite a lot of work for not a lot of gain. Why ask why I guess!
