Unique frame mounted buddy seat from 1975 FLH

I have never another seat like this one.
It was on old friend's 1975 FLH that was fitted with the Liberator fairing and a giant white trunk, not the standard Tour Pak.
Anyone know anything about what it is?
It looks like the standard buddy seat pan was used on it.

Yes you don't see them too often but they were available. Usually they are NOS so apparently not many people liked them when they were new.
