    Spotlight bracket mounting bolts

I know there are 3 bolts that mount the spotlight bracket to the front end. Center one is a circle F. The other 2, are they both 1038 or is one a 1038 and the other an unmarked bolt??

1968FLH. I'll see if I can figure out how to post a pic. Puters and me don't get along. What I have is a 1038 as the bottom bolt, circle F as the middle bolt and an unmarked as the top bolt. I can text a pic to someone if possible.

Parts book shows a #3956 on the bottom, and a #4000 on the top. It shows the hole in the middle of the bracket, but nothing going there. My 65 uses that middle hole when mounting a windshield, which appears to use a #4014W. They are all 5/16-24 of differing lengths.
