1970 FLH fenders

Hey guys long tome no post. I have a question about the fenders on my 1970 FLH on the rear fender on the hinge the fender side has 3 look s and the extended part of fender had 2 loops on hinge. I have seen other rear fenders that have 2 loops on fender side and 3 on extended part. Which is correct for this 1970 also the extended part has no holes on outside for tail light but all the holes are there on inside looks like someone smoothed it over with sheet metal. Bike also came with front brake on left side and a hole in fender on left side to hold brake cable in place looks like someone changed the entire front including fender but never hooked anything up with nothing inside the brake drum. So which fender is correct and help would be great especially with pictures.
