The side holes are saddlebag mounting holes and did not come in all fenders. The bike shown is a display model used for publicity purposes and was likely going to have the bags mounted in later shots. If the bike was ordered with the saddlebags it was drilled at the factory. If it was an owner or dealer installation it was drilled later. The three holes for the buddy seat bracket are always there. If the bracket is not used the holes have screws in them to cover them up. Other holes; four slotted holes for the fender to frame clamps, two holes for the battery plate, a single hole for the bottom front mount, a hole on the lower right front panel for the toolbox, holes for the taillight and wiring harness under the taillight, a hole for the wiring on the left front near the chain inset, two holes for the rear stand mount, two holes for the rear mounting bracket in the flap and two for the front bracket ahead of the hinge, four hinge holes. Additionally there can be luggage rack holes (four) saddlebag mount holes (eight, four in each side), fender tip holes if used. That adds up to a lot of holes! look at it carefully before filling anything. It is a bummer to drill something that used to be there!

Don't forget the tool box mounting hole, right side, near the bottom.
