I have a 62 pan and the steering head lock is filled shut and ground flush to the neck can this be fixed or do i need a new frame?

You need a crackerjack machinist and a sample: an unaltered frame neck at least, for him to go by. And cubic $$$. Metal is metal. What's been welded up can be rebored; ground off, rebuilt.

Gerry, Someone sells the entire plate to be welded back in to the neck. Might be Steve Little. Bob

That sounds cool. Never had occasion to need one, but just goes to show that almost everything you can think can be obtained for these old beasts.
