I have a 62 pan and the steering head lock is filled shut and ground flush to the neck can this be fixed or do i need a new frame?

You need a crackerjack machinist and a sample: an unaltered frame neck at least, for him to go by. And cubic $$$. Metal is metal. What's been welded up can be rebored; ground off, rebuilt. -
