58 pan skid-plate question

I know this is a VERY dumb question, but can anyone tell the order of hardware placement to fasten the rear side (slotted) of the skid plate to the frame on a 58 pan? parts manual shows a bolt, split washer and a nut. Which one gets the split washer - the skid-plate side, or the frame side (also sheetmetal..)

The washer always goes under the nut which is on top of the frame. The bolt comes in from the bottom of the skid plate.
