On another note can someone identify this part and what is missing there (fastener) to keep it in place?

I cannot find it from the Parts catalogue

    Please see picture

    THANKS A LOT

Look at page 900 in Palmer's 3rd edition. The bike in the photos appears to be a Standard Model Police unit, as it lacks the F-1 or King of the Highway packages.

The chrome parts on the horn are incorrect, the mount and all parts of a basic police horn are cad plated including the trumpet. Mousetrap cover, footshift cover, and inspection cover should all be black.
The bracket for the brake line relocation (due to siren) is just a bolt with a special washer on the frame hole.

            Thanks a lot Rubone

However the front end (nacelle and forks) are correct to be blacked out right (please see picture from an original 61)

Yes, the black fork is correct. Note the other correct items on that '61, no top shock covers, cad timer cover, black handlebars most likely solid mount as that was standard for a base level unit.
