Motor bolt lock washer location/direction???

What is the order of assembly regarding the motor bolt lock washer? I don't really see it locking anything. Does it go directly under the head of the bolt between the engine guard, or does it go on and then you bend it up to the bolt head after?

It goes on the motor then bend the other side up to the head of the bolt. Locks it in place.
