compression issue??? 57 Panhead

checking compression both cylinders showing 75 PSI.
also have a bad manifold leak working on it
bike runs like SHXX.
is 75 PSI low compression and should I be looking to change rings and pistons

Compression tested with the engine warm, the other plug removed, and throttle held open?
The expected reading is (roughly) the static compression ratio X 15 (hot cam) to 20 (mild cam), and FLH @ 8.5:1 should show 127-179 psi.
Yes, that's bad, probably time for a top end.
