My FLE is a police model. There are a couple indications if you have a police model: one is a switch on the right handlebar (looks like the left headlight switch). It was used to "stick" the speedometer at speed, for proof when writing a citation. Another, also concerning the speedometer, is an electrical wire into the right side of the speedo housing to a solenoid that performs this function. There are also brackets on the frame for the siren, a large rectangular oil tank to house the extra large battery, a milder cam,a smaller carburetor and thats all I can think of off the top of my head. I have seen both painted and chrome rims on police models and a handful of different paint options.

I believe that picture is of an Orlando, Florida police bike. They were brown and tan and always flashy. Even the Orange County sherriff's motorcycles were well dressed but they were dark green, and white. That all changed when Orlando transitioned from "The City Beautiful" to "The Outhouse of Central Florida".Eric Smith
