VIN #"s with 7 stamped over 1

I was considering buying this before noticing the stamping. Could it be a factory mistake? What would the theft division say when they inspect for a title issue? Would you buy it?
What is the whole motor worth? Needs rods rebuilt & maybe a crank pin. .020" over cyls. need boring. R head has small ex. to plug hole crack and alumnium pan covers are dinged and scuffed. Other than that 58 FLH 013.jpg58 FLH 014.jpg externally it all looks great except for the vin.

I wouldn't worry about it. That pad is clean. Nobody ever screwed with that. Looks like the guy stamping the numbers relized he was making a mistack and pulled off at the last moment. Bob L
