1954 panhead fl

I am currently looking at a 54 fl for sale that has hand clutch and foot shift. My question is were there any fl's that had this configuration. My initial look into this tells me this is not stock. Any thoughts are appreciated.

Yes it's correct, that configuration first appeared on the 52 model.
