My guess would be for some mounting bracket to hold something like Spark Plugs, fire extinguisher, or some other aftermarket accessory. Never have seen any others in that same spot.

They seem to flank the frame. Perhaps a frame mount reinforcement for the fender. Or an old non-stock chain guard mount.
