In the parts book it show the screws heads coming up from the bottom. I have looked at bikes by some top restores and they have the screws head on top the fender. Did this change when they went to the 6 bolt horn

Palmers shows up from bottom on '48-'49 pic..
Most companies would put the screw head on top so the screw might stay in place when a nut comes loose & falls off.
HD went the other way in some places like front of trans mount.
