Painting rear fender

Did Harley paint the rear fender with the flap bolted in place. If so was there bare metal were the flap overlaps.

I have a factory picture that shows the fenders being painted with the flap bolted down.

I would imagine the little strip of the rear fender under the flap would be just parkerized.
