Rocker shaft seal

Can the rocker shaft seals 17475-38 be replaced without pulling the shaft covers? If yes it appears it can be a quick job without removing the gas tanks. Thanks for any advice.

Short answer is NO! And the easiest and most foolproof way to get them right is with the heads on the bench.
