I have two different length seat posts. The lower threaded rod is longer on one.Could this be because the Police and buddy seat post were longer.

Just guessing but I think rigid and swing arm lengths are different and that may be what is going on?

Tom is correct. All the parts are the same, but swing-arm posts are assembled differently on the top springs.

Ok, I'll repeat this. All the pieces are the same for both types, the order of assembly changes the overall length.

Don't forget the seat post rod was also used on the VL and WL with different lengths. Samwel Supplies is making the rods in 37, 40 and 42 cm lengths, and a previous owner may have changed rod and springs for comfort.
