Been watching this ebay listing of a '42 knuck. Rick Conner's H-D Data Book notes 799 FL knucks produced in 1942. The last 4 numbers of the VIN are covered up. Would a '42 FL VIN range from 42FL1000 to 42FL1798?

No, EL and FL share the vin range.
The legend begins says 1730 so the range would be from 42FL1000 to 42FL2730
These are approximate numbers as calendar year and model year numbers vary.
