This is attached to a clamp on the handlebar of my 47 fl, there are no threads inside of the cylinder..Im thinking its a mirror clamp but missing a piece.. any thoughts?

It looks like a mirror mounting piece, but it is not part of the Chrome Plated Deluxe Model listed in the 1947 accessory catalog...Bones
