    Harley 1912 Coaster brake.

I am having trouble setting up the coaster brake on a '12. Usually they work just fine but this one keeps locking up. When I start the bike on the stand the pedals engage and spin. Of course the clutch still disengages drive but that doesn't help. I've had the spring clips in the shell break before (on other bikes) and a new set sorts the problem. What am I forgetting here, the chain is not too tight or slack, the belt is good, is there a way to adjust tension? I have others working fine but I can't get this one done. It's an original hub with some replacement parts. Any ideas appreciated. Thanks.
