I have to ask if anyone can identify either of these parts First is a small nylon collar pn 41728-63. Second is a rubber isolator that has 5/16' - 18 threads on the stud and also on the internal nut.
Nothing in my Big Twin, Sportster, or Servi-Car parts books from the mid 60's. I don't have a parts book for the golf carts, Topper, or the early 60's singles to use a reference on these odd balls. The rubber isolator was packaged by Harley in June of 1984.
