The radius of the fenders is indeed different than the wheel. Very often factory fenders look "off" when viewed from the side. That has more to do with the location of the wheel within the fenders radius than with any manufacturing issues. The fender has to be different to allow front to back chain adjustment and maintain a minimum clearance from the fender to the tire.
