Rear fork leg stem replacement

Hello, needing information on if replacing fork stem on a big twin fork to use on 45 is something professional builders do ?? or is there a correct way to install the big twin fork on my 45 frame, i am building a period bobber and not trying to end up with a show winner, but want the bike to be safe to ride. any input is appreciated.
