Flatheads at Harley's 105th

I just got my latest issue of Hog Tales yesterday and saw this picture. Has anyone else seen this bike or know anything about it? The guy was apparently riding it around Milwaukee, but since I was in Davenport, I didn't see it.

There was another picture in that issue of another flathead one of the Seattle Cossacks doing a hand stand on the handle bars and also shows the rider waving his hat

I was at Harley's 105th (on my 1948 Panhead) and I saw that bike at the parade and took a couple of photos of it as they rode by. Cool bike - I was wondering who they are?

Truck in background says "Docs Harley Davidson" Dont know if its connected with the bike and I didnt take the pic nor know where it was taken.
