M16 Carb Question

I posted this in the "chatter" section, so apologies for the double post.

I anm rebuilding an m16 and have a question regarding the main jet. Basically, there are two set screwss on the body and the jet has two "fat" sides.

So, do the set screws keep the jet from rotating (if so, the main jet only protrudes about 1/16 above the venturi. If the set screws are below the jet, it protrudes higher up in the venturi.
