Big Twin flathead valve cover adapter?

I found this part in a box of oddball stuff when doing some reorganizing recently. It screws on the 1930-38 Big Twin Flathead and 45" style tappet guide and the 1939 - 48 Big Twin Flathead style valve cover fits it. I couldn't find it my 1939 or 1941 parts books. It looks to have original 1930's silver paint on it. My question is this an oem Harley part? If so, what is the part number?

Thanks, I found it on page 65 of my 1940 accessory catalog, "New and improved tappet guide puller" PN 11960-38. Too bad I don't have the rest of it. I never thought of it being part of a tool, another mystery solved.
