Springer Handlebars

I'm installing reproduction handlebars on a servicar springer fork.
Should they be pressed on so the top of the fork tubes are flush with the top of the handlebar center casting? it's a very tight fit.

The handlebars should bottom out on the lower stem nut. Make sure the centering lip on the nut enters the hole on the handlebars. Tighten the pinch bolts on the handlebars after you have tightened the top stem nut.
