The later made replacement frames that I have seen (I have a nos one) all used the later (42 0n) necks with the elongated fork stops.....this frame has the earlier neck with the round fork stops (the neck profile is also different). Its hard to see (especially with my poor eyes) but that third trans mount member might have been fabricated and welded on to the frame (as well as the clutch cable mount) in an attempt to turn it into a 3 bolt frame .

WL 45 frame

Third trans mount has definitely been welded on, and I would say it looks as though the clutch cable mount has also been welded on(crude weld under a thick paint job). Cable mount plate also looks a tad different than our other 45 frames that I know are later. After looking at a 32 RL I saw at Sturgis yesterday, this frame looks very similar to the RL frame. However, I know very little about RL 45's. I'm also building a VL and assumed the RL was in a similar frame as the VL (as far as the construction of the frame). The RL had a frame lock at the neck and mine does not.
